Numbers 10:10 [Num 10:10 KJV]  Also in the day of your gladness, and in your solemn days, and in the beginnings of your months, ye shall blow with the trumpets over your burnt offerings, and over the sacrifices of your peace offerings; that they may be to you for a memorial before your Elohim: I [am] the YaHVaH your Elohim. 

[Num 28:11, 14 KJV]  And in the beginnings of your months ye shall offer a burnt offering unto YaHVaH; two young bullocks, and one ram, seven lambs of the first year without spot; ... 14 And their drink offerings shall be half an hin of wine unto a bullock, and the third [part] of an hin unto a ram, and a fourth [part] of an hin unto a lamb: this [is] the burnt offering of EVERY MONTH throughout the months of the year.

The dates in YaHVaH’s timepiece, the New Moons, reconcile precisely with the solar year.  We live with twelve and thirteen month years. By scientific reckoning, each 19 years, some scholars have a 13 month year.  More accurately, there is NO SCRIPTURAL FORMULA for the 13 month cycle. Tekufah, New Moon. Simple!

Shall we attach labels to other groups who slightly or strongly disagree with our position on teachings? For example, one person's website challenges those who don't agree with her saying, "What does THAT have to do with Salvation?" Another group keeping an early calendar  accused us of "sun worship" because we reckon the moeds (Feasts) by the Scriptures, not by the early agriculture.
Call it as you see it. However, I, TsephanYah for one would like to apologize to anyone who is slightly offended. I will not "label" and do "name calling" if I can catch it. We do not teach others to stumble, but love them to the Truth.

If I have labeled a group by a name, please forgive me. Lettuce please all give each other some liberty in what they want to belief, whether Barley-ists or Astronomers who reckon time and dates.  Let us give outsiders reason to respect each other.

Believers need to persuade others to the truth by dignified, respectful, gracious dialogue.  Contrarily, if we start out with a malicious, hot-headed mean-spirited approach we will not win our friend to agree on anything, let alone on the Calendar. Can we become attractive in attempting to convince, sway, plead and thereby become an effective influence?  All our work is in vain when we antagonize one another. It would be effective to not annoy, rile nor alienate if we wish to win them over to truth.

When the “spring equinox” is noted, the first crescent New Moon AFTER the equinox begins the Scriptural New Year.  Gen 1:14 See article entitled “Tekufah” or Equinox.   
One Website to check for a New Moon is although they reckon new moon in the South.  We who live in the North usually see the New Moon a day later.

Concerning the Aviv calendar traveling for Aviv was never commanded.
Presently, Hebrew leaders jet over to Jerusalem to examine the heads of barley and proclaim a New Year. Researching Scripture,   there is no mention in the Torah, nor the rest of Scripture or an example of a priest, apostle or leader who ever sent out exam results of barley. Note that all instructions are quite deep, intricate, voluminous for every commandment, statute and judgment, however..

The Word is silent about using Aviv to determine the New Year, 
The pattern is in Ber/Gen 1:14 for appointed times by Sun, Moon and Stars.
Not one account of searching for the green ears, yet the Scripture is VERY careful in supplying instructions for building of the temple, and other intricate commands.
There is not one mention of a priest or Apostle travelling to Jerusalem, sending the report out as they examine the heads of barley.  Where is that ordinance to travel in the Word? It cannot be located.  Is it a "secret" priestly knowledge?  Nooo!

As we look for that hidden passage, knowing that back in the day, the Apostles were unable to text-message when the sighting of the New Moon was in Jerusalem.  
Any message sent beyond their reach (20 miles) would be too late in arriving. If we do not have a cellphone or PC, then we may reckon the New Moon by observation.

There are some commands in the first five books of Scripture about keeping the New Moons.  Man is to live by every Word that proceeds from the mouth of YaHVaH, Matt 4:4.  The New Moons (NM's) are even referred to by our Messiah in the Psalms and The Prophets; we recognize the authority of all Scripture.

First place of mention of New Moons:  Genesis 1:14; Exodus 12:1-2; Deut 16:1;
Numbers 28:11, 14. This is a direct command to worship Him make offerings in the Beginnings of your months (New Moons). Hebrews 9:8-11, Jer 7:22-23 demonstrate that the “added” Law wasn't YaHVaH's command to keep Sabbaths,  but the sin-offerings which ended with Messiah's death.  The Sabbaths are perpetual.

First place of mention of New Moons: Genesis 1:14; Exodus 12:1-2; Numbers 10:10, 28:11;  Deut 16:1; Jer 31:35-36 below.  It is better to look them up to see how they fit.

Exodus 12:1-2 2nd place of mention-  Addressed to all of us children of YaHVaH.  And YaHVaH spake unto Moses and Aaron in the land of Egypt, saying, 'This month shall be unto you the beginning of months: it shall be the first month of the year to you.' (Scriptural New Year)

Debarim/Deut 16:1
Observe the month of Abib, and keep the Passover unto YHVH thy Sovereign: for in the month of Abib YHVH thy Sovereign brought thee forth out of Egypt by night.

Bedmidbar/Numbers 28:11 A direct command to worship Him:  “And in the beginnings of your months ye shall offer a burnt offering unto YaHVaH; (more)
14 And their drink offerings shall be half an hin of wine unto a bullock, and the third part of an hin unto a ram, and a fourth part of an hin unto a lamb: this is the burnt offering of every month throughout the months of the year. 
Psalm 81:1-4. 
1    Sing aloud unto YHVH our strength: make a joyful noise unto YHVH of Jacob.
2    Take a psalm, and bring hither the timbrel, the pleasant harp with the psaltery.
3    Blow up the trumpet in the New Moon H2320 chodesh, in the time appointed, on             our solemn feast day which in Hebrew is H2282 Chag.
4    For this is a statute for Israel, and a law of YHVH of Jacob.

PS 104:19, 30-31:
He appointed the moon for seasons: the sun knoweth his going down.
v31 The splendor of YHVH shall endure for ever: YHVH shall rejoice in his works.

Isaiah 1:13-20 They were not keeping YaHVah's New Moon's, Sabbaths and Feasts, but in their own way. (They kept them, but with the wrong spirit).
“Bring no more vain oblations; incense is an abomination unto me; the New Moons (H2320) and Sabbaths (H7676), the calling of assemblies, I cannot; away with; it is iniquity, even the solemn meeting.  {Watch for definitions below.}
14 Your New Moons (H2320) and your appointed Feasts my soul hateth: they are a trouble unto me; I am weary to bear them. 
15 And when ye spread forth your hands, I will hide mine eyes from you: yea, when ye make many prayers, I will not hear: your hands are full of blood.
16 Wash you, make you clean; put away the evil of your doings from before mine eyes; cease to do evil; 17 Learn to do well; seek judgment, relieve the oppressed, judge the fatherless, plead for the widow. 
18 Come now, and let us reason together, saith YHVH: though your sins be as scarlet, they shall be as white as snow; though they be red like crimson, they shall be as wool. 19 If ye be willing and obedient, ye shall eat the good of the land: 20 But if ye refuse and rebel, ye shall be devoured with the sword: for the mouth of YaHVaH hath spoken it.”

Isaiah 66:22-23.  From one Sabbath to Sabbath, and one New Moon to another New Moon, we can come to worship the King of Kings.  So, there are many opportunities than just once per week to study, pray, and teach.

22 For as the new heavens and the new earth, which I will make, shall remain before me, saith YHVH, so shall your seed and your name remain. 23 And it shall come to pass, that from one New H2320 Moon   to another H2320, and from one Sabbath to Sabbath, shall all flesh come to worship before me, saith YHVH. 
24 And they shall go forth, and look upon the carcases of the men that have transgressed against me: for their worm shall not die, neither shall their fire be quenched; and they shall be an abhorring unto all flesh.
Please note that "New Moon to New Moon" is not "New Year" -"Sabbath to Sabbath" The Hebrew here is Shabbat/Sabbath(s) not Yom Kippur.

1 Chron 23:27-31: It isn't "bondage" to praise YaHVah the Deliverer/Savior. This is to Levites, to wait on YaHVaH: All believers are priests,
"For by the last words of David the Levites were numbered from twenty years old and above: 28 Because their office was to wait on the sons of Aaron for the service of the house of YHVH, in the courts, and in the chambers, and in the purifying of all pure things, and the work of the service of the house of Sovereign; 
29 Both for the showbread, and for the fine flour for meat offering, and for the unleavened cakes, and for that which is baken in the pan, and for that which is fried, and for all manner of measure and size; 30 And to stand every morning to thank and praise YHVH, and likewise at even; 31 And to offer all burnt sacrifices unto YHVH in the Sabbaths, in the New Moons (plural) H2320, and on the set feasts, by number, according to the order commanded unto them, continually before YHVH"

mo-ade', mo-ade', mo-aw-daw'  From H3259; properly an appointment, that is, a fixed time or season; specifically a festival; conventionally a year; by implication, an assembly (as convened for a definite purpose); technically the congregation; by extension, the place of meeting; also a signal (as appointed beforehand):—appointed (sign, time), (place of, solemn) assembly, congregation, (set, solemn) feast, (appointed, due) season, solemn (-ity), synagogue, (set) time (appointed).

2 Chronicles 9:12-13
Then Solomon offered burnt offerings unto YHVH on the altar of YHVH, which he had built before the porch, 13Even after a certain rate every day, offering according to the commandment of Moses, on the Sabbaths, and on the New Moons, and on the solemn feasts, three times in the year, even in the feast of unleavened bread, and in the feast of weeks, and in the feast of tabernacles.

1 Samuel 20:5, 18, 24
And David said unto Jonathan, Behold, tomorrow is the New Moon, and I should not fail to sit with the king at meat: but let me go, that I may hide myself in the field unto the third day at even.
18 Then Jonathan said to David, Tomorrow is the New Moon: and thou shalt be missed, because thy seat will be empty.
24 So David hid himself in the field: and when the New Moon was come, the king sat him down to eat meat.

Where The Scripture is silent, we ought to be silent.

Jer 31:35, 36  Deut 16 shows the New Moons are ordinances.
Thus saith YHVH, which giveth the sun for a light by day, and the ordinances of the moon and of the stars for a light by night, which divideth the sea when the waves thereof roar; YHVH of hosts is his name: 36 If those ordinances depart from before me, saith YHVH, then the seed of Israel also shall cease from being a nation before me forever.

Ezekiel 45:25 to 46:3 groups Sabbaths, Feasts, NMs as SOLEMNITIES, and though there were DAILY offerings, there were much more on the New Moons.
EZ 46:3 is a direct call in the Word to worship YaHVaH.

Amos 8:5; NehemiYaH 10:33; 13:19-22 regulations with the Sabbath and New Moon
“..Saying, When will the New Moon (H2320) be gone, that we may sell corn? and the Sabbath, that we may set forth wheat, making the ephah small, and the shekel great, and falsifying the balances by deceit?”
Most likely, the New Moon's are to be upheld, similar to the Non-Hi-Days of Unleavened Bread and FOT (Feast of Tabernacles). Yom Teruah or Trumpets is a Sabbath High-Day when it is set-aside for worship, study, fellowship and food.

NehemiYah 10:33 All the people entered into an oath to: “For the showbread, and for the continual meat offering, and for the continual burnt offering, of the Sabbaths, of the New Moons, for the set feasts, and for the pure things, and for the sin offerings to make an atonement for Israel, and for all the work of the house of our Sovereign (YHVH).”

19-22 “And it came to pass, that when the gates of Jerusalem began to be dark before the Sabbath, I commanded that the gates should be shut, and charged that they should not be opened till after the Sabbath: and some of my servants set I at the gates, that there should no burden be brought in on the Sabbath day. 20 So the merchants and sellers of all kind of ware lodged without Jerusalem once or twice. 21 Then I testified against them, and said unto them, Why lodge ye about the wall? if ye do so again, I will lay hands on you. From that time forth came they no more on the Sabbath. 
22 And I commanded the Levites that they should cleanse themselves, and that they should come and keep the gates, to sanctify the Sabbath day. Remember me, O my Sovereign, concerning this also, and spare me according to the greatness of thy mercy.”

Col 2:14-17 "In respect of...the NM."  Blotting out the handwriting of ordinances (the record of our sins) that was against us, which was contrary to us, and took it out of the way, nailing it to his cross; 15 And having spoiled principalities and powers, he made a show of them openly, triumphing over them in it.
16 Let no man therefore judge you in eating, or in drinking, or in respect of an Feast day, or of the New Moon, or of the Sabbath days: 
17 which are a shadow of things to come; but the body of Messiah.(Remove the added verb "is")  Makes sense.  "The body of Messiah" has the ability to judge.

Yes, they foreshadow something TO COME.  Kept by Jews and Gentiles.  Let the Body of Messiah judge, and not outsiders as to eating and drinking at the Feasts. The people who have studied these things are more equipped to judge.

Luke 17:9-10, Matt 4:4, Deut 8:3 
“...that he might make thee know that man doth not live by bread only, but by every word that proceedeth out of the mouth of YHVH doth man live.” After we've done all in the Law-Word, all the Psalms, Prophets and letters, even kept YaHVaH's New Moons we are only unprofitable servants.

What else can we do?  Keep His Word, not in Letter alone, but be enabled by the Spirit (Ruach) YaHVaH will help us obey and minister.

In preparing for Wavesheaf, some wish to reckon Wavesheaf Sunday and Firstfruits Pentecost a month or more early.  Barley does not reckon the New Year, but the Equinox DOES.  See Genesis 1:14 that the sun and the moon determine moeds. Do  not be concerned that the Barley will be moldy.  Watch for the Equinox/Tekufah about 3-20 of each year.  The next New Moon  is YaHVaH's New Year!

Recently  several are trying to infer that using the new crescent silver to reckon the new month is idolotry. Then IsaiYah is quoted saying "crescent cauls, ornaments of the Moon are used for idol worship, even on the camel’s neck". 
Let us distinguish between an idolater and between an Astronomer who uses the Sun and Moon to reckon time and dates.  One who determines time from the moon or sun is an astronomer. To use the constellation and moon to predict our future fortune is idolatry and astrology.  A person who consults a medium to predict his financial decisions is practicing idolatry and astrology.

Please do not demonize, disparage, scorn, put-down, degrade, belittle, malign or defame other true believers or anyone who is genuinely trying to do good.
This pertains to all subjects: Sabbath, Salvation, calendar, baptism, how many Elohim in heaven etc..  The message, no matter how correct, will be shunned and rejected if a person cannot be respectful.  As we say here in the West, “Don’t be a creep !” Live in peace, if at all possible, with all men, without which no one will see YaHVaH.  Let’s communicate in the right spirit.  Sit down and be rational, with the appearance of minimum emotional outbursts.  If I am guilty of this, may YaHVaH correct as we come-along-side each other to assist.

Whether you follow the customs of those who are attached to tradition, or to those non-conformists, who bear the most criticism, remember that none are infallible.

We have been blessed to have gathered with groups who have had different calendars but who dwelt and praised YaHVaH together. But we will continue to celebrate the correct dates for Feasts.

                       New Year Equinox

Oh! How painful it is to reason.  This is for the most advanced student.  Reckoning the New Year by the Tekufah, or Equinox is quite controversial if not confrontational.  The AVIV believers think it is idolotry to use astrology to reckon time and seasons; IT IS!  It is not idolotry to use Astronomy to count time.  
I talk at a slower pace here, but if you can cut through that, and are mature in Messiah's doctrines, you will learn what I believe is the correct method to count the beginning of the months.
